The final Charter Development hui will be taking place on Saturday 29th July 2023 at Poukura marae; 10:00am start. 

After this third and final Charter Development hui, the Charter will be presented at the 2023 AGM which is taking place the following day (Sunday 30th July, Poukura marae, 10:00am) for acceptance by our Poukura whānau.

Background

A Charter is a Hapū document which sets the rules and expectations of the Marae Reservation. It describes who we are as ngā uri (beneficiaries) of Poukura marae, what we want the marae to be used for, expectations of ngā uri, Trustees, and manuhiri; and, rules governing the marae (Trust). 

In 2018, the Maori Land Court identified ambiguity in our current Charter which caused some confusion and misunderstanding. The Trust was directed to produce a charter that remedied the issues. 

In addition to the direction of the Court, The Trust recognises this as an opportunity to understand the intentions of the Hapū for their representatives on the Trust, our aspirations, and goals. This is an opportunity to engage with our people and to record it in our Charter.

Charter Development

The Trust will host two hui a hapū to engage with the hapu to understand their intentions and direction, and collate that information into a draft Charter. Each hui will be identical, in that each are designed to gather information, so it is only necessary to attend one or the other, however, all are welcome to both.

Submissions for the Charter. Whanau who can't be present at a hui can make a written submission to be considered. Please send an electronic proposal to the Trust Secretary at poukuratrust@gmail.com. All submissions need to be received to the Trust Secretary prior to next hui a hapū, and no later than 04 January 2023.

Mandate Guiding our Charter Development. The Trust has approved a mandate to guide our Charter development process, including the rules around a quorum for the SGM and minimum engagement hui with the hapū. This document can be found here.

Special General Meeting. On collating all of the information from the hapu, including written submissions, the Trust will develop a proposed Charter and present that to the Hapu at a Special General Meeting on the 5th February 2023. 

Receipt by the Court. On the hapu accepting the new Charter, the Trust will submit this to the Maori Land Court for their records.

A written submission has the same value as an oral submission during a hui. It should describe what is being proposed and why. For example,

                           "I am proposing that two Trustees are re-elected each year. I am proposing this to ensure that others have an opportunity to join the Trust to grow the knowledge of our hapu of Trust business; and to ensure that there is always continuity with the Trust. To prevent all Trustees leaving at the end of the three year term".

Each submission will be announced to the hui during the hui a hapu, and requires one other person to second the submission, before the proposal is read in full to the hui.

The hapū are then given an opportunity to ask questions, make recommendations, or provide points about the proposal, before the motion to accept the proposal is made and voted on by eligible beneficiaries.
